We are instructed to ask the Government to state what rental should in its opinion, be paid for the licence so that our clients may consider if they are able to accede to it. Should this prove to be the case, our clients submit the licence should be granted to them,

We need not now dwell on the considerations which our clients contend should lead to the Government acceding to the above request. They are largely set out or indicated in their petition forwarded to the Government with their letter of the 16th May 1914 and in our letter of the 23rd October before referred to and the Government is well aware of them, Our clients have not yet had sufficient opportunity of considering the proposed Bill and Regulations (save on the question of public tender) to enable them to submit modifica- tions for the approval of the Government. They are proceeding to study then carefully and will communicate with the Govern-

ment thereon at an early date.
